Job Description
The Social Work Program Manager supervises the Child Protective Services Unit and the Family In Home Services Unit. Provides Manager on call coverage on rotation after hours and is responsible for overseeing the development, coordination, and administration of social service programs to support individuals and communities in need. This role involves supervising staff, ensuring compliance with regulations, managing budgets, and evaluating program effectiveness. The manager collaborates with community partners, government agencies, and stakeholders to enhance service delivery and advocate for client needs.
Knowledge, Skills and Abilities
* Knowledge of methods and principles of supervision and training related specifically to the field of social work, techniques, practices, and their application to complex casework, group work, and community problems.
* Considerable knowledge of family and group dynamics and a range of intervention techniques including but not limited to behavioral and socio-economic problems and their treatment.
* Extensive knowledge of governmental, private organizations, and resources in the community.
* Considerable knowledge of the laws, regulations, and policies which govern social work programs.
* Prior experience supervising, training, and ability to orient lower-level social workers, students, interns, or other staff. Ability to express ideas clearly and concisely and to plan and execute work effectively.
* General skills needed include but are not limited to computer skills, ability to express ideas clearly and concisely (verbally/written), developing reciprocal work relationships within and without agencies, interpreting manual materials, analyses, active and effective listening, and functions efficiently within the administrative, supervisory, and line worker levels.
Essential Functions
* Works directly with the subordinate supervisors of the services units in reviewing and staffing of cases, assessing, developing, and implementing needed training.
* Evaluates the needs of the units including staffing, training, equipment, and space to address gaps.
* Consults with staff from various State divisions, advocating on behalf of the clients and the units in the community.
* Ensures compliance with local, state, and federal regulations, as well as departmental policies.
* Collaborates with community organizations, government agencies, and stakeholders to enhance service coordination.
* Directs the service employee selection process.
* Hears complaints and grievances from service staff and assists as needed for problem resolution.
* Prepares, monitors, and evaluates budgets presented to the Administrator and Director prior to the beginning of each fiscal year.
Minimum Experience & Education
* Master's degree from an accredited school of social work and three years of social work or counseling experience, two of which was in a supervisory capacity or;
* Master's degree in a counseling field and four years of social work or counseling experience, two of which were in a supervisory capacity or;
* Bachelor's degree from an accredited school of social work and four years of social work or counseling experience, two of which were in a supervisory capacity or;
* Four-year degree in a human services field or related curriculum including at least 15 semester hours in courses related to social work or counseling and five years of social work or counseling experience, two of which were in a supervisory capacity or;
* Graduation from a four-year college or university and six years of experience in rehabilitation counseling, pastoral counseling, or a related human services field providing experience in techniques of casework, group work, or community organization, two of which were in a supervisory capacity; or an equivalent combination of training and experience.

* Frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force.

* Occasional wet, humid conditions (non-weather), exposure to outdoor weather conditions and exposure to bloodborne pathogens which may require specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).

By General Statue 166A-19.3, Departments of Health and Human Services are agencies that are a part of the State Emergency Response Team for occurrences or imminent threat of widespread or severe damage, injury, or loss of life or property resulting from any natural or man-made accidental, military, paramilitary, terrorism, weather-related, public health, explosion-related, riot-related cause, or technological failure or accident, including, but not limited to, a cyber incident, an explosion, a transportation accident, a radiological accident, or a chemical or other hazardous material incident. In the event that the State Emergency Response Team is activated, this position will be required to participate if deemed necessary.

Compensation
$68,450 - 88,985 (Compensation will be based on experience)
