As a local recruitment, this position will be based in Colombo.

The Membership & Commission Support Unit (MCSU) functions as the coordinating centre for the global Secretariat, interacting with the network of Regional Membership Focal Points (MFPs), on a daily basis, to provide guidance and assistance on membership administration/management issues.
It is responsible for the global coordination and administration of IUCN's more than 1,400 Members.
MCSU works closely with MFPs to recruit new Members, take a proactive role in engaging Members in IUCN's work, keeping them interested and providing them with regular communications on IUCN matters.
The Temporary Finance Officer works under the guidance of the Membership Manager, MCSU and in close collaboration with other staff of the Membership Unit, the MFPs and with the technical supervision of the Senior Finance Officer.
In accordance with the Membership Dues Guide approved by Members in February 2021, membership dues of Members in Categories B and C (National NGOs, International NGOs, and Indigenous Peoples' Organisations) are calculated based on their respective average annual expenditure.
Every 4 years, the IUCN Secretariat undertakes the re-assessment of their membership dues (around 1200 Members) to ensure these are in line with their current expenditure, ahead of the invoicing of their 2026 membership dues.
The main role of the Temporary Finance Officer is to provide support to the MCSU team and the Senior Finance Officer in re assessing and recording the Members dues based on their updated financial reports for the last 3 years.
SPECIFIC DUTIES:
- Collecting Members' latest financial audited or formal reports for the last three years;
- Ensuring compliance with financial reporting guidelines and deadlines;
- Liaising and following up with Members, as well as with relevant MFPs, to ensure a complete set of data as per requirements;
- Monitoring dues re assessment mailbox and answering Members queries, in collaboration with MFPs, MCSU or Global Finance Group as necessary;
- Looking for valid reports available from public sources when these are not provided by the Members;
- Maintaining accurate financial and Members records, including keeping track of all Members contacted and responses received, taking into consideration the Members which do not return their latest reports.
- Uploading Members documents through a standardized and systematic process into a shared platform.
- Using online translation tools to correspond with Members and collect valid data, when required.
Data analysis and reporting
- Assessing Members' eligibility for IUCN venue-based organisations dues calculation for approval by MCSU and Global Finance Group;
- Analysing the financial statements and expenditure reported by each Member;
- Calculating their average annual expenditure with a breakdown per year, to determine the relevant dues group for approval by MCSU and Global Finance Group;
- Processing data for each Member reassessed and reporting the changes showing the increased/lost revenue for IUCN in shared monitoring dashboard;
- In coordination with the Membership manager and the Senior Finance Officer, implement the approved changes in the Customer Relationship Management (CRM), update the assessment status and prepare a communication to relevant Members;
- Prepare regular progress and assessments updates (weekly and monthly) for Membership manager and the Senior Finance Officer.
Other Duties
- Perform other finance-related duties as assigned by the Membership manager and the Senior Finance Officer (i.e assessment of dues group for membership applicants; assisting with Members dues related queries; ensuring that membership payments are properly recorded; assisting in preparation of membership dues reports and control checks ).
SALARY:
The minimum gross annual salary for this position is LKR 3'240'000.
While this is an indicative amount effective as of the current date, changes may occur as per IUCN's compensation practices without prior notice.
The same applies to other organisations hosted by IUCN.
REQUIREMENTS
- A degree or a professional qualification in finance or accounting, or currently studying towards a degree or professional qualification in finance or accounting;
- A minimum of 4 years professional experience in finance, accounting, business analysis or similar role;
- Excellent proficiency in spoken and written English.
