Job Description (Roles and Responsibilities)
**Main purpose of job**:
To lead and develop the UK International Climate Finance (ICF) programmes to mobilise finance for the net zero strategy and support the climate agenda in Brazil.
The job holder would have to provide strategic coherence across our Climate Finance and Energy Transition programmes which include NDC implementation through Green Growth Programme, Carbon Markets, Greening the Financial Market and Financing the Green, Mobilising Climate Finance for Brazil Transition leveraging multilateral fora, support Energy Plans and Energy Transitions, Leverage the UK Brazil Climate Partnership for Clean Growth, leverage economic drivers to foster the clean transition in Brazil, linking to broader policy and programme work across our network.
Also, this position includes managing two C4 programme managers.
The UK International Climate Finance (ICF) is a £11.6bn portfolio of Official Development Assistance (covering the period 2021-26), which includes a range of programmes designed to support emerging economy countries achieve a low carbon transition.
This includes supporting the implementation of their Nationally Determined Contributions for emissions reductions into stronger policies and tangible progress on the ground, providing £3bn of this ICF support, with a significant portion focussed on nature: halt deforestation, sustainable supply chains, and mobilise private finance for forest.
As part of the UK Government's global response to the climate challenge and its commitment to help deliver the aims of the 2016 Paris Agreement, the UK Government is scoping the potential to run a UK PACT (Partnering for Accelerated Climate Transitions) programme in Brazil.
UK PACT is a technical assistance programme that has been established to support partner countries to accelerate their clean growth transitions and reduce carbon emissions in line with their Nationally Determined Contribution (NDC).
Brazil is a key partner for the UK in tackling climate change and has been identified as a potential key strategic partner for UK PACT.
This new position, based in country will lead on the scoping of a new multi-sector, multi-year, UK PACT country programme in Brazil.
This will include: developing an overarching strategy for the programme and how this will further the UK-Brazil climate relationship; designing a programme to best suit Brazill´s context, and; in-depth scoping on areas of focus for country programme.
The role holder will also be expected integrate this strategy with any existing UK PACT activities in country e.g.
Green Recovery Challenge Fund Projects and any planned skill-shares and secondments, as well as being responsible for overseeing and managing these components in-country.
For the skill-shares and secondment component, the role-holder may also be expected to promote, design and implement skill-shares dependent on demand from partner government.
This role will be based in country but will require frequent cross-team working with colleagues in the Network and the UK.
The post holder will be expected to develop strong links with other colleagues working on global issues across the embassy, including Economics and Trade Prosperity, Science and Innovation Network and Department of International Trade (DIT) teams etc
**Roles and responsibilities**:
Strategy, policy and planning - 50%
- To lead forward planning and strategic programme development of the Climate Finance portfolio ( NDC Implementation, Carbon Market, Green Finance and Energy Transition) in country, identifying synergies and integration with the wider HMG network, ensuring programme coherence
- To ensure alignment of UK PACT Country Programme design with HMG and Embassy Climate Objectives
- Working within the embassy and FCDO UK PACT London team to develop clear understanding of the climate change landscape in Brazil.
This should include mapping existing climate activities funded by the UK and other donors, understanding partner country demand, and setting out the political, economic, and social context the programme would be operating in.
An understanding of Gender Equality and Social Inclusion (GESI) issues in-country and how they interact with climate will form a significant part of any coping or strategy work.
- Identify sectors of demand where UK PACT projects could support emissions reduction (de-conflicting with existing programme work), to design a multi-sector UK PACT programme.
- Identify, analyse and flag policy, technological and commercial developments and risks that could influence the delivery of Brazil-UK climate collaboration.
- Lead on briefings, presentations and other reporting to UK PACT team in London to inform the development and management of relevant UK PACT opportunities.
