Currently, the challenge is even greater because available data related to some dimensions indicate that the number of children and adolescents deprived of their rights increased during the pandemic. The multidimensional poverty to which this data refers is different from the traditional understanding of monetary poverty. It is the result of the interrelationship between deprivations, exclusions and different vulnerabilities to which girls and boys are exposed.
In recent years, Brazil has been facing several challenges in guaranteeing the rights of children and adolescents. In a study launched by UNICEF in 2023, it was shown that among the eight indicators that make up multidimensional poverty, three of them had significantly worsened between 2020 and 2022: food, education, and income. In all dimensions, racial and regional inequalities persisted in worrying ways. As with other indicators, the most impacted groups are, in general, black, and indigenous people and populations from the North and Northeast regions. The problems are not recent. They reflect the country’s old and structural challenges.
Through measurement of Multidimensional Child Poverty, UNICEF wants to contribute to governments and decision-makers at all levels not only in understanding and diagnosing multidimensional poverty in childhood and adolescence, but also in tackling it.
Constant reevaluation is necessary to monitor the evolution of data and identify trends, supplementing the public discussion about the multiple deprivations suffered by children and adolescents in Brazil.
SCOPE OF WORK:
Under the supervision of the Chief of Social Policy of UNICEF Brazil, the selected consultant will be responsible for updating the analysis of Multidimensional Child Poverty in Brazil, including Climate Change, as per available data. The consultant will work inspired by UNICEF’s Multidimensional Child Poverty studies from 2018 and 2023, followed by an update in late 2023.

2. Develop and present the respective statistical code developed for the analysis.
3. Contribute to the development of the narrative, assisting in the interpretation of the data.

MINIMUM QUALIFICATIONS REQUIREMENT
Advanced degree in Sociology, Political Science, Economics, Demography, Statistics, Geography, or related fields.
Experience:
1 - 5 years of experience with data analysis or production of statistics and indicators.
2 – Experience with analysis of microdata from Continuous PNAD or similar databases.
3 – Experience with data analysis software and languages such as SPSS, STATA or R.
LANGUAGE PROFICIENCY
Fluent in Portuguese and English.
PAYMENT
Payment will be made after the last delivery, on condition that the deliveries are in accordance with the required quality.

GENERAL CONDITIONS: PROCEDURES AND LOGISTICS
4. Consultant will work from home using own equipment and stationery. UNICEF will provide office space for consultative meetings when needed.
5. Consultant’s, travel costs should be included in the consultant’s fee.
6. No contract may commence unless the contract is signed by both UNICEF and the consultant and mandatory courses are completed.
7. Consultants will not have any representative, certifying, or approving authority, or supervisory responsibilities or authority on UNICEF budget.
8. The consultant will work remotely on a delivery basis.
FINANCIAL PROPOSAL
9. Costs indicated are estimated. Final rate shall follow “best value for money” principle,, achieving the desired outcome at the lowest possible fee.
10. A financial proposal including the fee for the assignment based on the deliverables and number of days must be submitted. Consultants are asked to stipulate all-inclusive fees, including lump sum, administrative cost, travel cost and subsistence costs, as applicable.
11. The payment will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
INSURANCE AND HEALTH COVERAGE
12. The contractor is fully responsible for arranging, at his or her own expenses, such life, health, and other forms of insurance covering the term of the contract as he or she considers appropriate.
13. The contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members.
RESTRICTIONS
14. Consultants may not receive training at the expense of UNICEF. Notwithstanding, consultants must complete the applicable mandatory trainings before the signature of the contract.
15. In case of government officials, the contract cannot be issued without prior written clearance by the Government, or unless on leave without pay.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
