He/she will define and implement participatory methodologies and develop the conceptual design of up to four (4) small open public spaces.
The Consultant will work in close collaboration with the operational and technical team of UN-Habitat Urban Connections Project and local stakeholders.
The Public Spaces Consultant shall be paid upon presentation and approval by the National Officer for Brazil of activities' report related to below mentioned products.

Background
The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all.
Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the 2030 Agenda with the Sustainable Development Goals (SDGs) and the New Urban Agenda (NUA).
UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity.
It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development.
The Regional Office for Latin American and the Caribbean - ROLAC - is based in Rio de Janeiro, Brazil.
The Agency puts emphasis in developing and managing activities in the host country.
Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies.
Through a partnership with UN-Habitat's Lebanon Country team and Public Space Programme of HQ Global Solutions Division and the United Nations Development Account (UNDA), UN-Habitat will implement the project "Enhanced capacities of local authorities and communities for the social and economic inclusion of migrants in border cities through safe and accessible public spaces".
The publicized name of the project is Urban Connections.
In Brazil, the project will work in two groups of transborder cities.
The Group 1 comprises by the cities of Barracão, Bom Jesus do Sul, Dionísio Cerqueira (Brazil) and Bernardo de Irigoyen (Argentina); and the Group 2 comprises the cities of Foz do Iguaçu (Brazil) and Ciudad del Este (Paraguay).
The project aims to improve institutional and technical capacities of municipal stakeholders to plan better public spaces to all its inhabitants by providing policy advice, capacity development, knowledge sharing and support for public space regeneration.
The availability of quality public space to all inhabitants of a city is one means to improve equity, promote inclusion and increase social cohesion, above all in border regions which are often marginalized.
This is especially important in responses to the current COVID-19 pandemic, which mainly impacts cities.
By providing safe, inclusive and efficient public spaces for socioeconomic and cultural interaction, people of all urban communities can benefit, including marginalized communities, migrants and urban poor, whose livelihoods situations are often precarious and who reside in overcrowded, dense areas of cities which might not allow physical distancing.
Upgrading of public space also provides important benefits to all forms of local businesses, both formal and informal and can therefore enhance not only social, but also economic inclusion and opportunities.
In order to support the implementation of this project, we are looking for a Public Spaces Consultant to ensure the implementation of participatory workshops and the design of up to four public spaces.
Report to UN-Habitat Manager
The Public Spaces Consultant reports to the National Officer for Brazil, who will evaluate him/her.
**Responsibilities**:
Under the overall supervision of the National Officer for Brazil and the project team, the Public Spaces Consultant will be responsible for delivering the six (6) following products in the expected delivery date:
Products: Product 1: "Methodological Guide Report" - Group 1: Barracão, Bom Jesus do Sul, Dionísio Cerqueira e Bernardo de Irigoyen.
Activities: The Product comprises the following items:
a) A detailed timeline of the set of deliverables (Product 1 to 6), to be validated with the local project coordinator in the first week of the contract.
b) Simplified bibliographic review of participatory methodologies, targeting children.
c) Proposal of the methodological guide for:

The goal is to gather the participant's perception of challenges and potentials.
