Program Description (Background)
International Medical Corps is a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through healthcare training and relief and development programs.

When catastrophe hits, International Medical Corps is often one of the first humanitarian aid organizations on the scene providing rapid and effective aid that saves lives, reduces suffering, and promotes self-reliance.
International Medical Corps provides safe, timely, effective, efficient, equitable and patient centered care; offers needs-based response according to the context and type of sudden onset disaster (SOD) and/or outbreak in the affected nation; adopts a human rights-based approach to its response; ensures it is accessible to all sections of the population affected by the SOD and/or outbreak, particularly the vulnerable; and treats patients in a medically ethical manner.
International Medical Corps is accountable to patients and communities, host governments and ministries of health, and its organization and donors. International Medical Corps commits to a coordinated response under the national health emergency management authorities. International Medical Corps collaborates with the national health system, the clusters and the humanitarian community.
Selected personnel are on standby to deploy to a crisis within 48 hours. Personnel may deploy to new areas of operation or lend support to International Medical Corps teams already on the ground. International Medical Corps maintains a roster of volunteers and staff who have completed pre-deployment paperwork, orientation and training. The roster is updated on a regular basis. Through this expression of interest, applicants maintain professional profiles with International Medical Corps, so that information is complete and readily available for an emergency response deployment.
This position will support International Medical Corps’ emergency response delivering outpatient clinical care to disaster-affected populations.
NOTE: Candidates applying to this position are indicating that they are interested in being considered for International Medical Corps’ standby roster for emergency response. Roster members will be contacted only when there is an emergency-response need for which the responder is qualified. This position will not be compensated unless responders are deployed to an emergency response.
Job Description
JOB SUMMARY: The primary responsibility of the Logistics Officer is to support the delivery of all logistics related activities in the field during an emergency response, including supporting local procurement, stock management, fleet management, and infrastructure setup/demobilization.

MAIN TASKS AND RESPONSIBILITIES
General duties
Maintains all logistics trackers during emergency response
Represents the organization to local suppliers
Ensures that all maintenance on supplies are carried out on a regular basis
Supports the activities of the Logistics Coordinator and Logistics Managers related to customs clearance, shipping/transportation, warehouse management, fleet management, and infrastructure.
Provides logistics support to the finance and programs team in compliance with International Medical Corps’ standard procedures
Manages International Medical Corps’ logistics documentation as needed per procedures
Procurement
Working on small and high value procurements that need HQ approval;
Buying items within local market for Program needs;
Conducting Market Survey for new categories (if needed) and for previously determinate ones to assess the current situation.
Interfaces with all International Medical Corps’ personnel authorized to issue Purchase request and supports the completion of the procurement plan
Update Procurement Plan on weekly basis
Maintain online systems PTS, Vendor Catalogue and VRT
Maintain SharePoint (OneDrive) file and folders up to date, backup all Procurement Documentation accordingly.
Asset Management
Maintain the Asset List and provide Asset Management training if needed;
Update asset and handover lists regularly
Support the management of supplies and equipment including receiving of air freight or trucking, inventorying, warehousing, and distribution Follow procedures for the effective tracking of all equipment and supplies
Follow stock management process including documentation, reporting and control procedures to ensure proper maintenance and to verify periodically for auditing purposes
Fleet Management
Coordinate with the Drivers on any travel arrangements and reservations needed;
Arrange daily staff movement and utilize usage to be cost effective;
Ensure that all staff movements delivered without problems and drivers utilized accordingly;
Ensure WO match the drivers’ logbook;
Follow and arrange accommodation needs for International staff.
Reporting
Compile and submit Field Site Monthly Quarterly Logistics Reports to Logistics Coordinator
Maintain the online systems we have to support our logistics processes
Coordinate timely and accurate reporting according to International Medical Corps and donor standards
General
Deployed personnel are expected to assist with the setup, maintenance and demobilization of the clinical spaces and base camp as required.
Policy Adherence
Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps
Adhere to the Code of Conduct, maintain humanitarian principles and respect international humanitarian law at all times.

Job Requirements
MINIMUM QUALIFICATIONS
Typically, a Bachelor's degree in Humanitarian Logistics, Supply Chain Management, International transport, business trade, or Humanitarian Supply Chain Management. Equivalent combination of relevant education and experience may be substituted as appropriate.
Typically, 3+ years of relevant experience in logistics within the field of supply chain management including procurement, tendering, contracting, clearance, transport, and warehousing, as well as fleet management, asset management, and distribution support, or equivalent combination of education and experience
Required previous field deployments; including at least three humanitarian emergency deployments and four international deployments; for a minimum of six weeks in length
Demonstrated experience and understanding of International Medical Corps logistics management practices and procedures preferred
Experience with donor specific procedures
Experience of Cost Point or other logistics software solutions is desirable
Experience preparing budget and accurate reports
Demonstrated ability to resolve operational critical challenges as they arise
Commitment and demonstrated skills to build national staff capacity in the areas of logistics
Organizational and problem-solving skills with analytic approach
Ability to integrate and work well within multi-ethnic and multicultural teams
Strong negotiation, interpersonal and organization skills
Proficiency with MS Word and Excel
Ability to read, write, analyze and interpret, technical and non-technical in English
Ability to effectively present information and respond appropriately to questions
Fluency in written and spoken English is required; Fluency in Spanish, French, Arabic is desirable
Additional Technical or Language Requirements
In addition to the responsibilities referenced above, candidates can expect to be living and working in austere conditions. Lifting moderately heavy objects from the ground, carrying a backpack for extended periods of time, and walking or hiking in remote locations may be necessary to perform these functions. International Medical Corps is a first responder to natural and man-made disasters and has a mandate of working in remote locations. The organization has a comprehensive security management policy and plan in place and is committed to doing everything possible within its remit to ensure safety and security. Notwithstanding, the mandate and programming choices of International Medical Corps require staff members who have a high degree of resilience, extremely decisive qualities and the ability to move fast.
