**Job Overview**:
Collects and analyzes data in order to estimate the cost related to labor, equipment, direct and indirect components required for the execution of a specific job. Provides guidance and leadership to the Functional Estimators and Bench Markers.
Ensures that the Estimates produced are of the highest quality, lowest base cost and technically compliant. Supports and assists the Estimating Manager, as required.
**Key Tasks and Responsibilities**:
- Works under the supervision of the Principal Estimator.
- Works with Proposal team to prepare estimates and bids for Clients.
- Attends all bid related meetings
- Understands the Proposal requirements and direct attention to those areas that appear inconsistent or contain a high-risk element.
- Reads the technical documents in order to prepare proper estimates.
- Gathers information and input from functions with support from project manager.
- Consults with SME to discuss Estimates and resolve issues.
- Ability to use computer software to calculate Estimates.
- Creates Estimate with available Benchmark data and from experience prior to receiving the inputs from functions and evaluate the estimates received from functions against the internal estimate.
- Gives regular updates to the department manager /immediate supervisor and highlight any concerns with regards to anything that might potentially jeopardize submitting a competitive proposal.
- Analyzes the cost components that are critical / crucial and seek quotes for only those items. Other items to be costed internally.
- Attends and participates in Bid review meetings, estimate evaluation meetings, Risk assessment meetings, as well as any additional bid related meetings, as required.
- Analyzes and comment the execution plans of the project.
- Prepares a comprehensive Basis of Estimate (BOE) to be discussed and reviewed with managers.
- Assures that the estimate is:
- Completed in a timely manner
- Cognizant of the Bid ‘Win Strategy’
- Accurate, free of errors, omissions or hidden contingencies.
- In line with the agreed execution plan.
- Evaluates and recommends ways to be more cost effective or profitable.
- Accurately predicts the cost, size, and duration of future projects
- Analysis of various inputs to determine the amount of time, money, labor, profitability and other factors necessary for the successful execution of a project. The estimator must consider many factors, including allowances for wasted material, bad weather, shipping delays, and other factors that can increase costs and lower profitability.
- Works with the Benchmarking team to analyze information on the costs from other similar projects. Prepares relevant bench mark report.
- Maintains efficiency while meeting deadlines for bid submission.
**Essential Qualifications and Education**:
- Bachelor’s Degree or above in business, finance, math, engineering or related disciplines.
- 3+ years’ experience in similar position in the oil & gas industry.
- Portuguese (native or fluent) and English (advanced to fluent).
**Preferred Qualifications and Education**:
- Analytical skills:
- Accurately evaluates detailed specifications in order to minimize costs without sacrificing quality.
- Detail oriented:
- Pays close attention to small details which may have a large impact on a product’s overall cost.
- Technical skills:
- Detailed knowledge of industry processes, materials, and costs.
- Efficient use of computer programs to calculate equations and handle large databases.
- Time-management skills:
- Ability to prioritize and plan work efficiently and accurately to meet fixed deadlines.
- Writing skills:
- Strong writing skills required to produce detailed reports to support management decisions and commercial approach.
- Intermediate/Advanced level in MS Office systems e.g. Excel, Word.
- Cost estimation experience preferably in the Oil & Gas industry at a Senior or Supervisory level.
**Project / Area / Regional Specifics**:
- Overtime work and frequent travel may be required.
