- Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all.
Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda.

In recent years, UN-Habitat has expanded its portfolio in Brazil, working with the three levels of government to support the formulation and implementation of more effective, sustainable, participatory and equitable urban economic, social and environmental policies.
In this context, "Inclusive and Sustainable Rio" is a project between UN-Habitat and the Government of the State of Rio de Janeiro (Governo do Estado do Rio de Janeiro - GERJ), through the Undersecretariat of Water Resources and Environmental Sustainability (Subsecretaria de Recursos Hídricos e Sustentabilidade Ambiental), which aims to strengthen urban resilience in the State of Rio de Janeiro, based on the implementation of the 2030 Agenda and the principles of the New Urban Agenda.
The project will help the State to achieve urban prosperity, while implementing global sustainable urban development agendas.
Specifically, the proposal focuses on: expanding the commitment of the State's direct and indirect administration to accelerate the implementation of the Sustainable Development Goals (SDGs), complementing the Fluminense Government's global call to action - Rio2030, and establishing a culture of sustainability in the State of Rio de Janeiro that contributes to increasing urban resilience through the development of disaster prevention and mitigation policies and the engagement of local youth.
Therefore, we are looking for a Field Agent to work on the Inclusive and Sustainable Rio project in its product to mobilize the city of Petrópolis and its citizens towards non-structural actions to reduce disaster risks in the city.
Report to UN-Habitat Manager The Field Agent reports to the Head of Brazil Office and OiC for Southern Cone Office, who will evaluate him/her.
Responsibilities Under the overall supervision of the Head of Brazil Office and OiC for Southern Cone Office, and in close collaboration with the Local Manager, the Field Agent will support the implementation of the project, and its activities, with the following responsibilities: a) Under Local Manager orientation, actively participate in field operations, performing specific roles in different areas, such as communication, reception and geological risk.
b) Support organizing and safely guiding the community during emergency evacuations.
c) First aid and emergency communication providing basic health care and support quick and effective communication in emergencies.
d) Risk perception: monitor warning signs and threats in risky areas, contributing to disaster prevention.
e) Support shelter operations at support points assisting in organizing, structuring, and addressing community needs at support points.
f) Work closely with the Local Manager and other team members, efficiently completing assigned tasks.
g) Report difficulties and results to the Local Manager in charge.
h) Work directly with the local community, providing support and necessary information during field activities.
i) Promote awareness of existing risks and safe practices in emergency situations.
j) Assist in organizing materials, equipment, and resources needed for operations.
k) Ensure the preservation of equipment and compliance with operational protocols.
l) Strictly follow safety guidelines and standards established for field activities.
m) Identify risky situations during operations and take action to mitigate potential harm.
n) Contribute to the collection and recording of information in the field, helping in the preparation of reports on activities performed.
